PARTICULARS OF ORGANISATION, FUNCTION AND DUTIES:

Organisation:

Overseas Manpower Corporation Limited was incorporated under the Companies Act 1956 on 30.11.1978 as a Limited Company. This is a Tamilnadu Government owned Corporation set up with the sole aim of supplying Indian manpower to employers/establishments/organisations in Foreign Countries. The Corporation is governed by a Board of Directors.

This Corporation has a Liaison office at New Delhi with a part-time Liaison Officer and Liaison Assistant, at New Delhi to look after the liaison formalities at the Ministry of External Affairs, Ministry of Labour, Ministry of Overseas Indian Affairs, Medical Recruitment Attache of Ministry of Health, Royal Saudi Arabia and other Foreign Missions located at New Delhi. This Corporation has no other branch office except the above said liaison office.

Function:

This Corporation is functioning as Recruiting Agent, Sole Agent to New India Assurance to issue Accident-cum-Health Insurance policies under Social Security Schemes to Non Resident Tamils. Arranging visa stamping on passport, conducting coaching classes for Staff Nurses and others for Overseas employment and conducting Induction course to candidates leaving for employment in Malaysia are some of the other functions of the Corporation.

Recruitment:

The Corporation registers the candidates who seek overseas employment for which it issues printed application. On receipt of filled in application, the qualification, experience, licence etc., are checked and codified according to the occupation and their names ae enrolled in a computerized Data Bank maintained by the Corporation. The Corporation canvasses overseas employment vacancies through various sources. Once the demand for vacancy is received from an overseas employer, it is the duty of the Corporation to check the creditability of the employer and the terms and conditions of employment. If found satisfactory, the Corporation selects suitable candidates from the Data Bank and subjects their candidature before employer for an interview. It supports the employer to conduct Trade Test and personal interview in India and extend all secretarial service to the employers to select the right type of candidates suitable for the vacancy.

Authentication of Educational Certificates:

The persons selected for overseas jobs in countries like Saudi Arabia, Kuwait, U.A.E etc., are required to submit their educational certificates to their employers duly authenticated by the Ministry of Human Resource Development and Ministry of External Affairs. The Government of India, have delegated these powers to State Governments. The Government of Tamilnadu in their G.O.Ms.No. 96, School Education Department Department, dated: 25.5.2006, authorised the following officials to authenticate the educational qualifications of persons going abroad for employment/higher studies.

This Corporation, appointed as a Nodal Agency by the Government, receives applications from the individual, obtains authentication from the educational authorities and hands over the certificate to applicants. This procedure has been temporarily suspended as the Government of India desired that one or two officers from the Secretariat Department of Education should be authorised to authenticate in place of large number of officers already nominated.

Air Ticketing Division:

The Corporation has been granted IATA accreditation since 13.2.2001 and is having stock of International tickets also. It issues International travel tickets to candidates selected through our Corporation.

Social Security Scheme for Non Resident Tamils

The Government of Tamilnadu has formulated a scheme, namely Social Security Scheme for Non Resident Tamils to provide accident and hospitalization insurance covers to the Non Resident Tamils and their families for a period of five years against one-time payment of affordable premium. The Scheme is implemented by the Corporation in association with the New India Assurance Co.Ltd.

Coaching classes for Commission on Graduates of Foreign Nursing Schools (CGFNS) and International English Language Testing System (IELTS)

The Corporation in association with Anna Institute of Management launched the CGFNS course for Staff Nurses. This course needs to be completed by the Graduate and Diploma Nurses along with International English Language Testing System (IELTS) for seeking employment in UK, USA and other European countries. During the first batch, 61 Staff Nurse underwent training course which ended on 1.3.2006. The Corporation conducted second batch of CGFNS and IELTS Training course on 06.09.2006 and trained 40 nurses

Induction Course for those seeking employment in Malaysia:

The Government of Malaysia formulated a new system of hiring of foreign general workers with a view to filter illegal immigration. Indian workers going to Malaysia for employment purposes shall be required to attend a mandatory Induction Course to equip them with basic knowledge in language Malay and English, Malaysian Culture and Laws. The Government of Tamilnadu have ordered this Corporation to organise and commence the course in coordination with Tamilnadu Institute of Labour Studies, Chennai (G.O.Ms.No. 7, L&E dated: 9.1.2006. This Corporation is conducting the courses in various batches. For each batch 60 candidates are admitted for courses. The duration of course is 10 days i.e 60 hours. At the end of course, Malaysian Training Provider conducts an examination and evaluates the candidate. Results are announced and Certificate of Eligibility (CE) issued to passed candidates by MLVK; National Council of Vocational Trained Malaysia, Malaysian Government Ministry. Then only, the applicants are eligible to apply for calling visa and deployment to Malaysia for employment.
